Abstract:
The total allowable catch system is an output control measure for fishery resource management, and it is helpful to implement the fishing quota system in China by improving the organization level of inshore fishing vessel management.The main problems in the management of inshore fishing vessels in China were analyzed by using the methods of field research and literature review.The conclusions were as follow that the management ability of the county-level fishery authorities were limited, the agency authority of the township government to participate in the management was insufficient, and the motivation of village committee to participate in management was insufficient.The five provinces of Liaoning, Shandong, Zhejiang, Fujian, and Guangdong have launched the pilot fishing quota system.From the perspective of international fishery resource management practices, improving the organization of grassroots fishing vessel management was the basis for undertaking and participating in the quota fishing system.Wenzhou has built a complete "fishing+processing+transportation" offshore production chain to ensure the smooth implementation of single species
Engraulis japonicas quota fishing system by innovating the "cooperative+fishing boat" management model.It is proposed to promote the application of the "Fuzhou Model" for the organization of grassroots fishing vessel management, handle the connection between fishing quota system pilot work and fishing vessel management organization innovation, and carry out research on supporting policies and measures related to the organization of grassroots fishing vessel management to promote the in-depth implementation of the quota fishing system and serve the healthy and sustainable development goals of inshore fisheries.
